How were these public secondary schools selected?
This list follows scores in the 2025 Fraser Institute report for the 2023/2024 school year. The full census covers 1,434 rated public and Catholic records in Toronto, Durham, York, Peel and Halton, including French-language schools. All 3,799 Ontario app-record coordinates were checked against official provincial municipal polygons; 1,451 records fell inside the GTA, and 17 private records were excluded. Only schools with published report scores are eligible. Administrative or virtual school addresses can appear in the report census.
