How were these public secondary schools selected?
This list follows scores in the 2025 Fraser Institute report for the 2023/2024 school year. We checked all 535 rated public and Catholic school records located within the City of Toronto: 274 public elementary, 72 public secondary, 155 Catholic elementary and 34 Catholic secondary. The census includes English- and French-language schools across Toronto, Scarborough, North York, Etobicoke, East York and York. Public and Catholic schools are compared separately. Unrated schools are not treated as lower-rated schools. Regional positions are calculated by Offplan Canada from the published scores; they are not a separate Fraser Institute regional ranking.
